Background

The Government of Canada is redesigning the Career Transition Services (CTS) program to ensure that Canadian Armed Forces members who complete basic training and eligible Veterans, survivors, spouses and common-law partners become more employable. This will ensure that these individuals will have the knowledge, skills and abilities required to search for employment in the civilian work force so that they are more likely to gain employment and feel satisfaction in their employment. VAC will engage a national third-party contractor to administer the benefits on its behalf.

The benefits of this approach include an expansion of current eligibilities; the removal of time limits to access benefits; and simplification or elimination of the application process for participants. This means that CTS benefits would be available more readily, the services received would be relevant, consistent, and provided by qualified career counsellors who have an understanding of military life and culture. For Veterans and survivors, services would remain accessible during their working years, meaning the employment outcomes would be expected to improve over the longer term.

The proposed changes deliver directly on the mandate commitments of the Minister of Veterans Affairs and Associate Minister of National Defence.

This benefit is just one step the Government is taking to improve benefits and services offered to Canadian Armed Forces members, Veterans and their families.

$74.1 million over six years to enhance the Career Transition Services program to help gain the skills to successfully transition to the civilian workforce.

This redesigned program would provide participants with a better understanding of how their skills and experience can position them to find post-military employment that is meaningful to them.

Services would be provided to serving Canadian Armed Forces members who complete basic training and eligible Veterans, survivors, spouses and common-law partners.

The Career Transition Services program would be easier to access because services would be provided directly by contractors and would no longer require the Veteran to find or pay for a provider on their own. Eligible participants will be able to use the services and would no longer have to pay for the service first and then wait to be reimbursed.

Services would focus on an individual’s needs, building on the training and experience Canadian Armed Forces members gained while in service. During service, Canadian Armed Forces members received first class training and experience. CTS would help Veterans highlight their skills for employers to ease their transition into post-military employment.

The services would be provided by qualified career counsellors who have an understanding of military life and culture.

Services would be available for Veterans or survivors throughout their lives, whenever they need them.

This redesigned program would come into effect April 1, 2018.

Examples of who could benefit from this change:

Scenario 1:

Mario is a 37-year-old member of the Canadian Armed Forces, who has served his country for eight years. Unsure about his future, Mario uses the Career Transition Services program proposed in Budget obtain labour market information about various places in Canada. Mario decides to release from the military. At that time, he contacts CTS again to discuss his plans and identify his education and training needs. Upon release from the Canadian Armed Forces, together with the Veterans’ Education and Training Benefit proposed in Budget 2017, Mario is entitled to access $40,000 for full-time or part-time study. Mario registers for university and successfully completes a Masters of Business Administration degree. Mario then uses the Career Transition Services program again to receive job-finding assistance services. Throughout Mario’s employment in the civilian workforce, he would be eligible for services under the Career Transition Services program if he needed them again in future.
