A/Cst. Balmer was born in Surrey, British Columbia and was known as "Sam". He had a variety of interests including: hiking and camping, gardening with his family. At school he played basketball, volleyball, and was on track team. A/Cst. Balmer joined the Kinsmen club and worked on several of their committees. At the time of his death, A/Cst. Balmer was in the application process of becoming a regular member. A/Cst. Balmer was a passenger in a police vehicle that was responding to a domestic dispute. A/Cst. Balmer was married to Gwen and they had a son, Brandon.

Commemorated on Page 204 of the Royal Canadian Mounted Police Honour Roll Book.
