Cst. Sinclair was born in Manitoba. He served in Indian Head, Saskatchewan and then transferred to Highway Patrol in Regina. Cst. Sinclair took the 52 hour RCMP motorcycle training course and was on his 4th motorcycle patrol the day that he died. He died of severe internal injuries received in a non-collision traffic accident on Highway No. 6 while on duty near Regina, Saskatchewan. He is buried in the St.Vital Cemetery in Manitoba.

Commemorated on Page 114 of the Royal Canadian Mounted Police Honour Roll Book.
