Cst. Kasper was born in Saskatchewan. In his two years service with the Force Cst. Kasper had been posted to several detachments in British Columbia. At the time of his death, Cst. Kasper was returning to his detachment from prisoner escort duty. Upon landing, the airplane that Cst. Kasper was in was attempting to land in the water. The plane hit hard, bounced twice and then nose-dived straight down into the water. Cst. Kasper’s body was never recovered.

Commemorated on Page 108 of the Royal Canadian Mounted Police Honour Roll Book.
