Cst. Lelliott was born in England and moved to Canada as a young child. He was posted in New Brunswick before being transferred to Cambridge Bay. He was shot and killed while attempting to arrest an escaped person at Cambridge Bay, Northwest Territories. Cst. Lelliott is buried at Hatley Memorial Gardens in Colwood, British Columbia.

Commemorated on Page 100 of the Royal Canadian Mounted Police Honour Roll Book.
