Corporal Bailey came to Canada from England five years prior to his death. He was single and had no family living in Canada. He died while attempting to apprehend a suspect at Grassy Lake, Alberta. Corporal Bailey is buried in Edmonton, Alberta.

Commemorated on Page 39 of the Royal Canadian Mounted Police Honour Roll Book.
