Constable Kerr was the son of John R. Kerr and previously a farmer from Ontario. He was killed while attempting to apprehend the murderer of Sergeant Colebrook at Minichinas Hills near Duck Lake, Northwest Territories. He is buried in Prince Albert.

Commemorated on Page 22 of the Royal Canadian Mounted Police Honour Roll Book.
