Mr. Chance is a Veteran of the Second World War, the Korean War and the Canadian Armed Forces. He has been active in the Naval Officers Association of Canada (NOAC) for 38 years, the Duke of Edinburgh's Award Program for 36 years, the Royal Canadian Legion (RCL) for 36 years, as well as many other ongoing projects in his community. Since 1987, Mr. Chance continues to arrange the Remembrance Day wreath-laying on behalf of the NOAC in Victoria, Oak Bay and Sidney. In 1989, as chairman, he helped to establish the annual ALS Flower Day, raising funds for ALS research. By 1991, this had become a national day, being supported by the RCL, the NOAC, cadets and others. He has completed three Veteran’s memory projects with history students at the University of Victoria. In 1986, and 2002, he was awarded the Queen's Golden Jubilee Medal, the Admiral's Medal, and in 2014, received the French Legion of Honour Medal at the rank of Knight. At 93, he continues to volunteer his time speaking in local schools at Remembrance Day ceremonies, visiting and taking books to geriatric patients in the local hospital and working with other programs to help Veterans.
