Son of Jean-Jérôme Cloutier (deceased in 1899) and Christine Bond, of Barachois-de-Malbaie, Gaspésie, Québec. His mother remarried to Aubin Chicoine in 1901 and died in 1917 in St-Georges-de-Malbaie. When his father died, Narcisse had been taken care of by his godfather and godmother (Narcisse Blanchard and Elvina Cloutier) of St-Georges-de-Malbaie, and he lived with them after his mother remarried. He stated being born in St-Georges-de-Malbaie on 12 April 1895.

Severely wounded during the Battle of Courcelette, Narcisse was evacuated to No. 2 Field ambulance in Hérissart and died there soon after being admitted.

Millencourt is a village which lies approximately 2 kilometres west of Albert. MILLENCOURT COMMUNAL CEMETERY EXTENSION lies to the north of the village on the road to Henencourt.
