Son of Colonel Franklin Sturgeon Milligan and Nora Georgina (née Morton)Milligan of Oakville, Ontario. Husband of Mary Barr (née McFarren) Milligan and father of Susan Elizabeth and Michael Bernard McFarren of Fredericton, New Brunswick. He was the brother of Franklin Sturgeon II, and Dennis Frederick. He attended Oakville High School in 1937 and 1938 and St. Andrews Collegiate in Aurora from 1938 to 1942. Captain Milligan served from June 1937 until July 1942. He joined the Active Forces and served in Canada and Overseas from July 1942 until September 1946. He then came home and joined the Canadian Army Reserves from October 1946 until his death.
