Cst. Minguy was born in Quebec. He was posted to the North Vancouver, Tofino and Vernon detachments. Cst. Minguy actively participated with the RCMP Youth Academy in Vernon. After his death, the name of the academy changed to the Jean Minguy Memorial RCMP Youth Academy. On the day of his death, he had been patrolling in his boat and fell into the water. Cst. Minguy had two sons, Kevin and Colin. He is buried in Vernon, British Columbia.

Commemorated on Page 218 of the Royal Canadian Mounted Police Honour Roll Book.
