Cst. Strongquill was raised in Barrows, Manitoba. He excelled at baseball and hockey and was a role model to the community. He was initially engaged as a special constable and converted to regular member 8 years later. He was a member of the RCMP Member Assistance Program. Cst. Strongquill enjoyed his work and truly cared about people. Cst. Strongquill was buried at Whispering Pines Cemetery in Barrows. A baseball field was named after him in his honour. Cst. Strongquill had six children.

Commemorated on Page 197 of the Royal Canadian Mounted Police Honour Roll Book.
