Constable Bourgoin was born in Vancouver, British Columbia. Before his career with the RCMP, he was a Queen's Scout and an auxiliary police officer. During his career, he was stationed in various locations within Saskatchewan. Constable Bourgoin enjoyed his work as a police officer. His family included his wife, Donna, and their three children: Richelle, Edward, and Jolene. Constable Bourgoin is buried at the RCMP cemetery at "Depot" Division.

Commemorated on Page 175 of the Royal Canadian Mounted Police Honour Roll Book.
