Cst. Perry previously worked as a labourer. In addition, he had served in the Militia in England. Cst. Perry drowned in the Belly River, near Lethbridge, Northwest Territories, while on patrol (today it is part of Alberta). It was not until 1968 that it was noted that his name was not on the Honour Roll. Originally he was to be entered on the Honour Roll as #13A.

Commemorated on Page 136 of the Royal Canadian Mounted Police Honour Roll Book.
