Cst. Carroll was born in Watson, Saskatchewan. He was a good all-around athlete. Cst. Carroll served in Manitoba. He was killed in a plane crash while in the performance of his duties at Cyril Lake, Manitoba. Cst. Carroll was married to Lorraine and they had a son. He is buried in Nelson, BC.

Commemorated on Page 131 of the Royal Canadian Mounted Police Honour Roll Book.
