Cst. Cobley was born in Winnipeg, Manitoba. His career took him from Ottawa to New Brunswick to British Columbia. He died of injuries received while on duty when struck by an automobile on the highway near Salmon Arm, British Columbia. Cst. Cobley is buried in Kelowna, British Columbia. He was single.

Commemorated on Page 91 of the Royal Canadian Mounted Police Honour Roll Book.
