Son of Richard Peter Cullen and Margaret Roust, of St. John’s, Newfoundland. Husband of Phyllis Mary Christina England, of St. John’s. He was father of a child.

He died of a frontal skull fracture following a car accident in Rio de Janeiro, Brazil. He died at sea, where his body was washed ashore.
