Veterans Health Care Regulations

1. What is the purpose of these regulations?

These regulations set out the eligibility criteria which a Veteran or other individual must satisfy in order to receive financial assistance to obtain health care benefits.

2. What are the key elements of these regulations?

Veterans Affairs Canada's health care program consists of three main components: Treatment Benefits, Veterans Independence Program and Long-term Care.

Treatment Benefits provide financial assistance to enable an eligible person to access a full complement of benefits ranging from hearing aids, medical supplies and special equipment, to prescription drugs, dental and vision care. Supplementary benefits, such as health-related travel, are also authorized.

The Veterans Independence Program, a national home care program, provides financial assistance towards the cost of accessing services such as personal care, housekeeping, grounds maintenance, access to nutritious meals, home adaptations and other supports, based on need.

Long-term care provides financial assistance toward the cost of facility care for those who are no longer able to remain in their own homes.

Canadian Forces Members and Veterans Re-establishment and Compensation Regulations

1. What is the purpose of these regulations?

These regulations pertain to the administration of the Canadian Forces Members and Veterans Re-establishment and Compensation Act, also known as the New Veterans Charter. The New Veterans Charter consists of a suite of benefits and services that enable Canadian Armed Forces Veterans and their families to successfully transition to civilian life.

These regulations set out the criteria and procedures that must be satisfied in order to provide certain services, assistance and/or compensation, in accordance with the Canadian Forces Members and Veterans Re-establishment and Compensation Act.

Award Regulations

1. What is the purpose of these regulations?

These regulations pertain to the administration of the Pension Act. The Pension Act provides for the payment of disability pensions and other benefits to Veterans and their eligible survivors as compensation for a service-related disability or death, to honour the contributions and sacrifices of those who serve Canada.

2. What are the key elements of these regulations?

These regulations contain procedural rules for applying for pensions and other benefits under the Pension Act, reviewing such awards, and informing applicants about decisions and about their appeal rights.

These regulations were initially implemented effective September 15, 1995.

Veterans Burial Regulations

1. What is the purpose of these regulations?

These regulations set out the eligibility criteria for Veterans to receive financial assistance for funeral, burial/cremation and grave marking services through the Funeral and Burial Program, which is delivered by the Last Post Fund Corporation on behalf of Veterans Affairs Canada.

2. What are the key elements of these regulations?

The Funeral and Burial Program provides benefits to Veterans whose:

  • Deaths were related to military service; or
  • Estates cannot pay for some or all of the funeral, burial and grave marking. (In this case, Veterans' estates must meet criteria set out in the regulations to be eligible for assistance.)

4. What is the timeline for implementation?

These regulations were initially implemented in 1957.

Veterans Allowance Regulations

1. What is the purpose of these regulations?

These regulations pertain to the administration of the War Veterans Allowance Act and Part XI of the Civilian War-related Benefits Act. The War Veterans Allowance Act and Part XI of the Civilian War-related Benefits Act authorize financial assistance to qualified individuals who served during war time and have a low income.

2. What are the key elements of these regulations?

These regulations contain procedural rules pertaining to awards under the War Veterans Allowance Act and Part XI of the Civilian War-related Benefits Act, including reviewing such awards, and informing applicants about decisions and about their appeal rights.

These regulations were initially implemented effective January 1, 1952.

Pension and Allowance Adjustment Regulations

1. What is the purpose of these regulations?

The Pension Act provides for the payment of disability pensions and other benefits to Veterans and their eligible survivors as compensation for a service-related disability or death, to honour the contributions and sacrifices of those who serve Canada.

These regulations set out the procedure to annually adjust disability pensions and other benefits paid in accordance with the Pension Act.

4. What is the timeline for implementation?

These regulations were implemented effective January 1, 1992, and replaced the Order in Council P.C. 1974-440, dated February 26, 1974.

Assistance Fund (W.V.A. and C.W.A.) Regulations

1. What is the purpose of these regulations?

These regulations set out rules pertaining to the payment of a grant under the Assistance Fund.

2. What are the key elements of these regulations?

The Assistance Fund provides financial assistance (up to $1,000.00 per calendar year) to War Veterans Allowance recipients who are resident in Canada and require such aid to meet emergencies or unexpected contingencies for which they do not have the available resources.

4. What is the timeline for implementation?

These regulations were initially implemented effective July 17, 1980.

Children of Deceased Veterans Education Assistance Regulations

1. What is the purpose of these regulations?

These regulations pertain to the administration of the Children of Deceased Veterans Education Assistance Act which provides financial assistance to ensure that surviving children of deceased Veterans are afforded post-secondary educational assistance opportunities in the unfortunate event that they lose a parent because of military service.

2. What are the key elements of these regulations?

These regulations provide for the payment of certain education costs, such as tuition and registration fees, to students who are eligible to receive post-secondary education assistance under the Children of Deceased Veterans Education Assistance Act. It also provides for the annual indexation of the available benefits.

These regulations were implemented effective July 1, 1953.

Veterans Insurance Regulations

1. What is the purpose of these regulations?

These regulations pertain to the administration of the Veterans Insurance Act which was passed in August, 1944. The Veterans Insurance Act provided for the purchase of up to $10,000 life insurance by any Veteran or widow/widower of any Veteran of The Second World War. In 1951, eligibility was extended to discharged members of the Special Force who had served in a theatre of operations (Korea). Policies under the Veterans Insurance Act were available until October 31, 1968.

These regulations contain procedural rules pertaining to the administration of the Veterans Insurance Act (e.g., policy contracts, premiums).

Veterans Land Regulations

1. What is the purpose of these regulations?

These regulations pertain to the administration of the Veterans Land Act which was passed in July, 1942. The Veterans Land Act provided eligible Veterans with low-interest loans to purchase land, livestock and equipment. In 1951, eligibility for this benefit was extended to discharged members of the Special Force who had served in a theatre of operations (Korea). Applications for assistance were available until October 31, 1968.
