This memorial was erected by the Department of National Defence on 19 September 1981 in memory of Brigadier-General E.M.D. Leslie, Colonel Commandant of The Royal Regiment of Canadian Artillery from 1975 to 1979. It was constructed by Gateway Construction and marks the entrance to the Leslie Barracks.
