This policy replaces the following VPPM 3 policies: 2.1.1 Theatre of Actual War, Theatre of Operations and 2.3.16 Korean War – Allied of Associated Countries.

Purpose

This policy provides guidance on determining if an individual served with an Allied Force during the Korean War and, therefore, may be considered to satisfy the war service requirements for War Veterans Allowance (WVA).

Policy

Allied Countries

  1. The following countries were allied with Canada during the Korean War:

Australia, Belgium, Colombia, Denmark, Ethiopia, France, Greece, India, Italy, Luxembourg, the Netherlands, New Zealand, Norway, the Philippines, South Korea, Sweden, Thailand, Turkey, the Union of South Africa, the United Kingdom, and the United States.

Note: This list of countries allied to Canada during the Korean War is subject to additions. It is possible that other countries may meet the criteria to be considered an allied country. Consult the Policy Directorate for policy interpretation in situations where documents submitted indicate that an applicant served for the organized forces of a country not included in this list.

  1. For the purpose of administering the War Veterans Allowance Act, the Korean War began on June 25, 1950 and ended on July 27, 1953.

Allied Veteran Defined

  1. An Allied Veteran of the Korean War is a person who meets the requirements described in subsection 37(4) or (4.2) of the War Veterans Allowance Act, namely:

    any former member of:
    1. any of the forces that took part in the Korean War

      who was domiciled in Canada at the time when he or she joined that force or at any time while a member of that force, and
       
    2. served in a theatre of operations during the Korean War.
  2. An allied veteran is also any former member of any of the forces that took part in the Korean War and who served during that war, who resided in Canada for a total period of at least 10 years beginning on or after July 27, 1953, who has been honourably discharged or has been permitted honourably to resign or retire from one of those forces and who served in a theatre of operations during that war.

Qualifying War Service

  1. “Theatre of operations” is defined as the continental territory of Korea, including adjoining sea areas and corresponding air spaces, in which the war was conducted.
  2. The following areas are considered a “theatre of operations” for allied forces who served on or after the date on which their respective countries responded to the United Nations appeal to join the military operations to restore peace in the Republic of Korea during the period June 25, 1950 to July 27, 1953:
    1. the Korean peninsula,
    2. any of the waters, including gulfs, bays and inlets, lying between:
      1.  the coasts of Siberia, Korea and China; and,
      2. a line beginning at a point on the coast of Siberia at longitude 135° East; thence south to a point at latitude 38° 30' North and longitude 135° East; thence southwesterly to a point 30° North and longitude 124° East; thence south to Shokoto Sho; thence westerly to Shichisei Seki; and thence westerly to a point on the coast of China at latitude 23° North, or
    3. the air space above the geographic areas described in a) and b).

  1.
