The Rawdon Council set up a Memorial Committee in 1919. By March 5, 1920, a design was approved and a tender was awarded to J. McCallum of Kingston for $2000.00. On May 3, land at the Harold crossroads was purchased from Gordon A. Bailey, a local farmer, and the cenotaph was erected in 1922.
At the top of the cenotaph is a bust of a First World War soldier and below is an etched outline of a pair of crossed cavalry swords. The cenotaph is flanked by two Vickers machine guns. In April 1924, a caretaker was appointed by the Council and the purchase of a pole and flag was authorized.
