Funds for this memorial were raised by the surrounding communities, including Darnley, Malpeque, Hamilton, Spring Valley, Sea View, Baltic and Indian River.

Built in 1921, the memorial stands 9ft and features a soldier holding a "flag of victory".

The Victoria Memorial Plaques were placed in windows at the Victoria Community Hall. The hall was built in 1915 and served as a recruitment hall during the First World War. After the war, the School District of Victoria placed a commemorative plaque outside the hall to honour those who died in service and those who served.

Two nurses, Lucy Howatt and Olga Myers, were later added. Following the Second World War, another plaque was added to honour those who served and after the Korean War two names were added.
