Recruitment and Staffing Activities using Virtual Staffing Tools

Veterans Affairs Canada (VAC) uses virtual staffing tools to modernize and improve the recruitment process. The VidCruiter platform allows applicants to complete interviews, tests, scheduling, and reference checks online. This system supports efficient, timely, and accessible staffing processes, while advancing VAC’s priorities such as Veteran hiring, accessibility and accommodation obligations, and promoting Employment Equity.

About the Privacy Impact Assessment (PIA)

A Privacy Impact Assessment (PIA) was completed because the use of VidCruiter introduces new ways of collecting and using personal information, including video/audio recordings, test responses, and reference information. These activities represent a substantial modification to program delivery and require assessment under the Treasury Board of Canada Secretariat Directive on Privacy Practices.

The PIA identified several privacy risks and mitigation measures:

  • Risk of access outside Canada: All data must be stored and supported in Canada. (Completed)
  • Risk of unauthorized vendor use: Addressed through contracts, retention limits, and background blurring features. (Completed)
  • Risk of delayed breach notification: Vendors must notify VAC immediately of incidents. (Completed)
  • Risk of IP address misuse: VAC limits use to integrity checks. (Accepted)
  • Risk of incomplete coverage in existing PIBs: A new VAC-specific PIB will be created. (In progress)
  • Risk of limited notice to applicants: Notices added to job postings and login pages. (Completed)
  • Risk of limited staff training: Privacy and confidentiality training ongoing.
