Veterans Affairs Canada (The Department)

Service Delivery Branch

This branch is responsible for:

  • delivering benefits and services and for providing social and economic support that respond to the needs of Veterans, our other clients and their families.

Strategic Policy, Planning and Performance Branch

This branch is responsible for:

Policy and Research Development

  • Developing strategic partnerships in support of program and policy development.
  • Conducting and supporting research projects, monitoring and interpreting international research.
  • Administering the Veteran and Family Well-being Fund.

Strategic Planning, Results and Cabinet Business Division

  • Provide strategic planning and direction for departmental priorities.
  • Report on departmental business (plans, results reports, etc.).
  • Lead performance measurement.
  • Manage cabinet business.
  • Liaise with central agencies (Privy Council Office, Treasury Board Secretariat, Department of Finance).

Intergovernmental Programs Division

  • Reviewing existing supports for Veterans experiencing or at risk of homelessness to identify gaps and propose solutions.
  • Building key partnerships with other federal departments, provincial/territorial colleagues, local governments and community organizations to address the issue of Veteran homelessness.

Chief Financial Officer and Corporate Services

This branch is responsible for:

  • supporting VAC in meeting Government of Canada requirements in areas such as financial stewardship, corporate reporting and key accountabilities.

Commemoration and Public Affairs Branch

This branch is responsible for:

  • Leading communications initiatives, in step with the Communications Policy of the Government of Canada that support the Department’s strategic objectives and priorities.
  • Promoting recognition and remembrance of the achievements and sacrifices of those who served Canada in times of war, military conflict and peace.
  • Engaging and consulting with the Veteran community, including underrepresented and equity-deserving Veteran populations such as Women, Indigenous and 2SLGBTQI+ Veterans.

Human Resources Division

The Human Resources Division provides a wide variety of strategic and operational advice and services to the Portfolio including:

  • HR planning;
  • Resourcing (recruitment, staffing, workforce adjustment);
  • Employment Equity;
  • Official Languages;
  • Learning and Organizational Development;
  • Awards and Recognition;
  • Executive Services;
  • Employee Assistance Program;
  • Informal Conflict Management;

  • Political Activities.

The Human Resources Division (HRD) is managed by a director general (DG), who reports to the Deputy Minister. The Division operates from Veterans Affairs Canada's Head Office in Charlottetown. The DG HR also has functional authority over regional directors of HR and their teams.

Audit and Evaluation Division

The Audit and Evaluation Division of Veterans Affairs Canada has the dual role of providing audit and evaluation functions for the Department. The audit function provides independent and objective assurance as well as advisory services which are designed to add value and improve operations within the Department. The evaluation function provides judgement of merit, worth or value based on systematic and neutral collection and analysis of evidence. Evaluation informs decision making, improvements, innovation and accountability.

The Departmental Audit Committee is an independent committee comprised of three external members who work with the Deputy Minister, providing advice and recommendations; to ensure that an internal audit capacity exists that meets the needs of the Department.

Bureau of Pensions Advocates

The Bureau of Pensions Advocates provides free advice, assistance and representation for individuals dissatisfied with decisions rendered by VAC with respect to their claims for entitlement to disability benefits, or any assessment awarded for their claimed conditions. As the head of the Bureau, the Chief Pensions Advocate reports to the Deputy Minister of Veterans Affairs. The Bureau's advocates are dedicated exclusively to assisting clients in the redress process.
