Son of William James Wiggins, II and Olive May (née Flowers) Wiggins, of Toronto, Ontario. Brother of Norman Edward Wiggins. Pilot Officer Wiggins attended Pauline Public School and Bloor Collegiate Institute in Toronto, Ontario. He worked for Canadian National Railway (CNR) in 1940 and 1940 and Seiberling Rubber Company in 1941 and 1942.
