Son of Jack Fifer and Ruth Alice Leoch (alias Dorothy Ruth McKay), of Winnipeg, Manitoba.

Enlisted June 1st, 1939 in the 58th Heavy Battery - NPAM - Royal Canadian Artillery, regimental number 9098, transferred on the 2nd to the 5th Heavy Battery and discharged from the army on the 4th because of his youth. He was re-enlisted on September 10th, 1941 in the 59th Field Battery, transferred to the 1st Battalion Winnipeg Grenadiers on October 20th, 1941 to serve in Hong Kong with "C" Force. He had 1,042 days of service, including 994 overseas.

To commemorate his sacrifice, the Manitoba government named Fifer Lake, located southwest of York Factory, in his honor in 1964.
