Son of Henry George Harper and Mabel Lilian Bell of Winnipeg, Manitoba.
On 21 April 1940, at 7.49 am, the Cedarbank was torpedoed by the U-26 to the north-west of Bergen, Norway, position 62°49'N/04°10'W. Fourteen crew members and a gunner lost their lives. The captain and 29 sailors were rescued by HMS Javelin (F61) and landed at Aalesund, Norway.
