A/Cst. Fraser was born in Abbotsford, BC. He was a mechanic. On the day of his death, A/Cst. Fraser was attending a meeting with other auxiliary constables, regular RCMP members, and civilian members. While waiting for the meeting venue to open, a motorcycle approached in an erratic manner. A/Cst. Fraser, following the lead of a regular member, tried to flag the motorcycle down but it struck him. The driver was impaired. A/Cst. Fraser was married to Yvonne and they had 3 children.
