His service was in British Columbia. He was a member of the Vancouver Drug Squad and had volunteered for service on several Emergency Response Teams. On the day of his death, Cpl. Flanagan climbed on board a pickup truck to make a buy for heroin as part of an undercover team. When members moved in to make arrests, the driver became suspicious and began to drive away. When the suspect in the back of the truck tried to retrieve the heroin from Cpl. Flanagan, a struggle ensued and Cpl. Flanagan was thrown from the moving vehicle. Cpl. Flanagan was married to Fiona and they had two children. He also had a daughter from his previous marriage.
