Cst. McKinnon was born in New Glasgow, Nova Scotia and raised in New Brunswick. Three of his siblings and close relatives were also members. He enjoyed hockey and coming home to hunt and spend time in the woods with his dad. Cst. McKinnon was working in the Drug Section at the time of his death. Cst. McKinnon was approaching a hill where unbeknownst to him; on the other side was a flatbed tractor trailer that had stalled in his lane. Another vehicle was coming in the opposite direction and although Cst. McKinnon tried to stop, it was too late. A memorial trophy in his name is presented at the annual RCMP Ontario Division Hockey Tournament and given to the person who exhibits the most sportsman-like qualities. Cst. McKinnon was married to Peggy Ann. He is buried at Wallace, Nova Scotia.
