3/Cst. Williams grew up in Portage la Prairie, Manitoba. He accidentally drowned when his police car skidded and plunged into the water, off the ice-covered Government Dock while on patrol at Sooke, British Columbia. 3/Cst. Williams graduated from Depot on December 4, 1964. He is buried in the Hillside Cemetery in Portage la Prairie. He was single.
