Private William R Perkins was born in Montreal on 1 August 1871. His next of kin was his brother in Glouchester, Massachusetts. He lived in the Occidental Hotel in Winnipeg and worked as a railway switchman. He enrolled in Winnipeg for the Camp Military police for Camp Hughes on 27 May, 1916. William was 5' 8" tall. He had iron gray hair, blue eyes and his face was marked with smallpox scars. He died at Camp Hughes on 26 July, 1916, aged 48.
