Son of Pierre Tougas and Héloïse Moreau (deceased in 1899 after giving birth to her 14th child). After he moved to Montréal, his father remarried to Elmire Perrault in 1915 and he died in 1917, exactly one month after his son.
He stated being born on September 8, 1896 when he enlisted.
