Son of François Bouliane and Malvina Ménard, of Montréal (Ville-Émard), Québec. He stated being born in 1894 when he enlisted.

Enlisted on 12 July 1915 with the 57th Battalion of the Canadian Expeditionary Force, he was transferred to the 41st Battalion on 13 October. In England, he was transferred to the 22nd Battalion on 27 September 1916. Wounded in action, then reported missing and presumed killed in action on 9 April 1917 on Vimy Ridge, Pas-de-Calais, France, in the area of the Souchez and Scarpe rivers. His death was confirmed on 8 February 1918.
