Baptized Joseph-Théophile Champagne. Son of Charles Champagne (deceased in 1917) and Malvina Major (deceased in 1899), of Montréal, Québec, and Burlington, Vermont. His father was a Veteran of the American Civil War (8th Infantry Regiment, Vermont, 1864-1865).

Enlisted in the 41st Battalion, Canadian Expeditionary Force, he was first transferred to the 23rd Battalion on 27 June 1915, then to the 22nd Battalion on 10 September 1915. He saw action at Bazentin, Bapaume, Martinpuich, Contalmaison and La Sucrerie. On 16 September 1916, the battalion was ordered to march on Sausage Valley near Courcelette, Pas-de-Calais. He was killed in action the same day.
