Son of James Macklin Harper and Margaret Elizabeth Bell. Husband of Anne Sinclair of Regina Beach, Saskatchewan. Father of Robert Blake and James Macklin Harper.

He served with the 2nd Battalion of the South Saskatchewan Regiment at Weyburn, Saskatchewan, as a second lieutenant. He enlisted with the South Saskatchewan Regiment and was transferred as a Lieutenant on October 18th, 1941, to the 1st Battalion, Winnipeg Grenadiers to fight in Hong Kong with C Force. He had 553 days of service, including 375 overseas.

To commemorate his sacrifice, the Saskatchewan government named Harper Lake in his honor.
