Son of Mr and Mrs Robert Washington. Husband of Emily Elizabeth Hargrove of 339 Litherland Rd, Bootle, Lancashire, England. Adoptive father of William Henry, Lily and Horace Baldwin Millet, children of Emily's first marriage.

On 4 February 1917, the Turino was en route from Norfolk, Virginia, to Liverpool, Lancashire, England, when she was torpedoed by U-43 and sunk 174 miles (280 km) west of Fastnet Rock, position 50°25'N/13°50'W. Four crew members lost their lives.
