Pte. Skinkis indicated on his military attestation that he was born in Russia. This response could indicate birth in one of the many countries that were at that time located within the Russian Empire. His next-of-kin was his brother in Stanton, Illinois. Pte. Skinkis initially enlisted with an American Legion unit - the 97th Battalion. The American Legion units in Canada attracted men who were born in the United States or with American connections. These units were later broken up to reinforce other units at the front. His military attestation was completed in Windsor, Ontario, on May 2nd, 1916.
