BRITISH
COMMONWEALTH AIR
TRAINING PLAN
(B.C.A.T.P.)

On 17th, Dec. 1939, Australia,
Canada, Great Britain and New
Zealand approved a plan in
which aircrew required for the
duration of the war, would be
trained in Canada. Some
131,553 airmen graduated at the
various B.C.A.T.P. schools
across the country. With over
100 schools in Canada, Manitoba
had 12 major sites and 14
satellite airfields, and was the
Headquarters of No2 Training Command.

This memorial is dedicated to not
only those who came here to
be trained, but also to the
instructors and teachers, and
the civilian population of the
Province of Manitoba who
assistaed in making these young
men welcome in their cities
towns and villagers, as well as
in their homes.

A Tommy Prince boulder was unveiled on October 6, 2013, replacing the old monument that was vandalized. The 12 boulders placed around the circular plaza symbolize 12 warriors and the 12 trees behind them stand for each of Prince’s medals. The 13th boulder represents Tommy Prince.

Sergeant Tommy Prince was a prominent Anishinaabe activist who served in the Second World War and Korean War. His story is one of the most widely known examples of the wartime contributions of Indigenous soldiers in the mid-20th century and the poor treatment they received upon their return to civilian life in Canada. His accomplishments attracted national media attention during his lifetime and earned him a great many posthumous tributes.

Prince was born in October 1915 in St. Peter's Reserve, Manitoba. He was the great-grandson of respected Ojibwa Chief Peguis, and one of eleven children born to Elizabeth and Henry Prince. In 1920, they moved to Brokenhead Ojibway Nation in Scanterbury, Manitoba. At age five, Prince was forced to leave his community and attend Elkhorn Residential School, where he joined the Cadet Corps. He suffered from post-traumatic stress disorder from the residential school before he joined the military.

In 1940, he volunteered to fight for Canada in the Second World War. He rose from sapper to lance corporal with the Royal Canadian Engineers before volunteering for the 1st Canadian Parachute Battalion in 1942. Soon after, he was assigned to the elite 1st Canadian Special Service Battalion, which was attached to the First Special Service Force (Devil’s Brigade). He reached the rank of sergeant by war’s end, and was one of three Canadians to receive both the Silver Star (United States) and the Military Medal. King George VI presented him with both honours during a ceremony at Buckingham Palace in 1945, shortly before Prince’s discharge from the army.

He wanted to prove his people were as good as any white man and restore their good name. One way to achieve this was to acquire as many medals as possible and he did so without putting his men at risk. Before any patrols he would ensure they were camouflaged and everything was secured. Often he would patrol alone because there would be less noise. Prince was a natural warrior and he excelled as the military developed the skills he learned on the reserve while living off the land. He loved the Devil's Brigade and was always praising his men, "If it wasn't for my men, I wouldn't be who I am today." He was a caring man who loved to joke around and make people laugh.

He was a prominent leader in the Indigenous rights movement of the 1940s. After the war, he served as spokesperson and vice-president of the Manitoba Indian Association, and appeared on its behalf before a Special Joint Committee of the Senate and House of Commons, tasked with studying the Indian Act. During his testimony in 1947, he advocated for the abolition of the Indian Act and respect for existing treaties, and presented submissions from Indigenous in Manitoba, which called for improved schools, better living conditions, and expanded hunting, trapping, and fishing rights.

In 1950, Prince re-enlisted in the Korean War. He contributed to the defence of Hill 677 in the Battle of Kapyong in 1951, for which the United States awarded the Princess Patricia’s Canadian Light Infantry the Distinguished Unit Citation—the only time a Canadian unit has received this honour. Military service took a heavy toll on his health and, following his honourable discharge from the army, he faced a difficult return to civilian life in Manitoba. Prince endured discrimination, illness, and poverty in the years that followed and died in 1977. He fought many demons after residential school and the horrors of combat, but he never lost his humility, self-worth, sense of humour and pride of being Anishinaabe.

Memorial Boulevard has a broad median which features the Winnipeg Cenotaph. The beautiful treed boulevard was a more fitting symbol than a traditional stone monument.

In November 1918, Canadians turned to the duty of commemorating the dead. Some promoted practical memorials like Roads of Remembrance. These linear tree-lined avenues had trees that were typically a single species, regularly spaced along each side of the avenue that would grow tall and stately. American elms were chosen for many of these avenues. A small plaque was used to assign a particular tree to a specific fallen soldier. In some cases, the next-of-kin was involved in purchasing the tree and/or plaque for the deceased soldier.

Roads of Remembrance were based on two symbol-laden images. The first was France’s tree-lined country avenues: “long straight roads, with large elms on either side, beautiful and useful, and loved by the Canadians overseas.” The second symbol was a living memorial: trees represented the victory of life over death. Memorial trees became living symbols of the sacrifices made in France and Belgium.

Memorial Boulevard, in front of the Manitoba Legislature is the only provincially owned road in the City of Winnipeg. The boulevard was reconstructed and repaved in 2019 as part of improvements before the 2020 Manitoba 150 celebrations.

When Winnipeg's first temporary cenotaph in front of the Bank of Montreal at Portage and Main was removed in 1923 due to its condition, the time had come to create a new, permanent cenotaph. The city created a Cenotaph Committee chaired by former Mayor R. D. Waugh and held a national design competition that received 48 proposals. The design by Toronto artist Emanuel Hahn was chosen.

The choice was protested by several groups because Hahn was born in Germany, had come to Canada in 1892 at the age of eleven and was a naturalized Canadian. On February 25, 1926, it was decided to hold a new competition and Hahn was paid the five hundred dollars despite the rejection. The new competition was re-opened to persons British-born or born in countries which were allies of Britain during the war. The winning design by Elizabeth Wyn-Wood of Toronto, who happened to be the wife of Emmanuel Hahn, was rejected by the citizens. She was paid for her design and Gilbert Parfitt was chosen.

Parfitt's design was a column of stone with a bronze sword, cross and small lion heads. Construction began in December 1927 and the cenotaph was officially dedicated on November 7, 1928.

The Volunteer Monument was originally erected by the citizens of Winnipeg in 1886 on the grounds of the Winnipeg City Hall. Designed by architect Samuel Hooper, it was unveiled on September 28, 1886, in memory of the 90th Winnipeg Battalion killed at the Battles of Fish Creek and Batoche during the North-West Rebellion. It was moved to this location in 1963 and rededicated on May 26, 1968, when members of the Royal Winnipeg Rifles were given the “Freedom of the City”. When the monument was moved, it was turned so that the rifleman is facing Batoche.

THE QUEEN'S OWN CAMERON HIGHLANDERS OF CANADA

1910 - 2010

In recognition of Manitoba's citizen soldiers of many origins who
served with the Regiment, in peace and war, since it was raised by
the Scottish community of Winnipeg, February 1, 1910. Cameron
battalions served with valour and distinction in World War I and
World War II. Other volunteers have served with United Nations
and NATO missions in Korea, Cyprus, Middle East, the former
Yugoslavia and Afghanistan. At home, Camerons helped fight the
1950, 1979, and 1997 Red River floods, contribute to the cultural
life of Manitoba and continue the Regiment's tradition of unassuming
service, dedication and loyalty to Canada.
