Son of Joseph Belley (deceased in 1884) and Louise Martel. His mother remarried in 1893 to Abel Gagné, of Pointe-au-Pic, Charlevoix, Québec, and she lost her second husband in 1916.
After spending May to November 1916 in Bermuda with the 163rd Battalion of the Canadian Expeditionary Force, he left for England and then France with the 22nd Battalion on 20 April 1917. He was killed in action on 9 November near Abraham Heignts, Belgium, during the Battle of Passchendaele in West Flanders.
